Summary of the socio-economic development of the region
Population size and migration

Population of the Pavlodar region as of May 1, 2026 amounted to 743,9 thousand people, including 532,4 thousand people (71,6%) – urban residents, 211,5 thousand people (28,4%) – rural residents.

Natural population growth in January-April 2026 amounted to 173 people (in the corresponding period of the previous year – 527 people). For January-April 2026 the number of births was 2532 people (8,5% less than in January-April 2025), the number of deaths was 2359 people (5,3% more than in January-April 2025).

The migration balance is negative and amounted to – -1481 people (in January-April 2025 – -2339 people), including in external migration a positive balance of –222 people (198), in internal migration a negative balance of – -1703 people (-2537).

Labor and income

The number of unemployed in the I quarter of 2026 amounted to 19,5 thousand people.

The unemployment rate was 4,9% of the labor force.

The number of persons registered with employment agencies as unemployed as of June 1, 2026 amounted to 12782 people, or 3,2% of the labor force.

The average monthly nominal wages accrued to employees (excluding small enterprises engaged in entrepreneurial activities) in the I quarter of 2026 amounted to 448906 tenge, an increase compared to the I quarter of 2025 amounted to 12,4%.

The real wage index in I quarter 2026 was 99,6%.

In the IV quarter of 2025 the average per capita nominal cash income of the population of the region, according to the estimate, amounted to 282222 tenge, which is 14% higher than in IV quarter 2024, the growth rate of real cash income for the specified period is 101%.

Industry statistics

The volume of industrial production at current prices in January-May 2026 amounted to 1814703,5 million tenge, which is 5,6% more than in January-May 2025.

In the manufacturing industry production volumes increased by 8%, in the supply of electricity, gas, steam, hot water and air conditioning – by 6,2%, in the water supply; sanitation; waste collection, treatment and disposal, pollution elimination activities – by 66,5%, in the мining and quarrying decreased by 2,9%.

The volume of gross output of agriculture, forestry and fisheries products (services) in January-May 2026 amounted to 81795,5 million tenge, or 104,3% by January-May 2025.

The volume of cargo turnover in January-May 2026 amounted to 13115,3 million tkm (taking into account the assessment of the volume of cargo turnover of individual entrepreneurs engaged in commercial transportation), or 90,4% compared to January- May 2025. The volume of passenger traffic – 811,3 million pkm, or 96,3% by January-May 2025.

The volume of construction works (services) amounted to 96,2 billion tenge, or 119,6% of the corresponding period of last year.

In January-May 2026, the total area of housing put into operation increased by 6,2% and amounted to 105480 square meters, of which in multi-apartment buildings increased by 242,4% (54794 square meters). In this case the total area of commissioned individual residential buildings decreased by 46% (44650 square meters).

The volume of investments in fixed capital in January-May 2026 amounted to 343,4 billion tenge, or 105,7% of the corresponding period of last year.

The number of registered legal entities as of June 1, 2026 amounted to 16817 units and decreased by 1,3% compared to the corresponding date of the previous year, including 16458 units with less than 100 employees. The number of operating legal entities amounted to 14205 units, including 13846 units - small businesses. The number of registered small and medium enterprises (legal entities) in the region amounted to 14267 units and decreased by 1,5% compared to the corresponding date of the previous year.

Economics

The volume of gross regional product for January-December 2025 amounted to 6053198,8million tenge at current prices. Compared to the corresponding period in 2024, real GRP increased by 5,2%. In the structure of GRP, the share of production of goods amounted to 51,7%, services –42,9%.

The consumer price index in May 2026 compared to December 2025 was 103,6%.

Prices for food products increased by 3,5%, non-food products – by 3,9%, paid services for the population – by 3,3%.

The prices of enterprises producing industrial products in May 2026 ompared to December 2025 increased by 7,3%.

The volume of retail trade in January-May 2026 amounted to 287,5 billion tenge, or 1,9% more than the corresponding period in 2025.

The volume of wholesale trade in January-May 2026 amounted to 565,2 billion tenge, or 42,8% more than the corresponding period in 2025.

According to preliminary data, in January-April 2026, mutual trade with the EAEU countries amounted to
474,1 million US dollars and decreased by 7,4% compared to January- April 2025, including exports – 242,8 million US dollars (12,5% less),and imports – 231,3 million US dollars (1,3% less).
