Population size and migration

Population of the Pavlodar region as of October 1, 2025 amounted to 746,6 thousand people, including 533,4 thousand people (71,4%) – urban residents, 213,2 thousand people (28,6%) – rural residents.

Natural population growth in January-September 2025 amounted to 1243 people (in the corresponding period of the previous year – 1609 people).

For January- September 2025 the number of births was 6392 people (8,5% less than in January-September 2024), the number of deaths was 5149 people (4,2% less than in January-September 2024).

The migration balance is negative and amounted to – -5657 people (in January-September 2024 – -3096 people), including in external migration a positive balance of – 273 people (215), in internal migration a negative balance of – -5930 people (-3311).

Labor and income

The number of unemployed in the III quarter of 2025 amounted to 20,7 thousand people.

The unemployment rate was 5,1% of the labor force.

The number of persons registered with employment agencies as unemployed as of November 1, 2025 amounted to 14211people, or 3,5% of the labor force.

The average monthly nominal wages accrued to employees (excluding small enterprises engaged in entrepreneurial activities) in the III quarter of 2025 amounted to 405705 tenge, an increase compared to the III quarter of 2024 amounted to 12,4%.

The real wage index in III quarter 2025 was 101,2%.

In the II quarter of 2025 the average per capita nominal cash income of the population of the region, according to the estimate, amounted to 260191tenge, which is 16,3% higher than in II quarter 2024, the growth rate of real cash income for the specified period is 106,7%.

Industry statistics

The volume of industrial production at current prices in January-October 2025 amounted to 3132749,8 million tenge, which is 0,2% less than in January-October 2024.

In the manufacturing industry production volumes decreased by 0,2%, and in the мining and quarrying by 0,9%, in the supply of electricity, gas, steam, hot water and air conditioning increased – by 0,5%, in the water supply; sanitation; waste collection, treatment and disposal, pollution elimination activities – by 5,6%.

The volume of gross output of agriculture, forestry and fisheries products (services) in January-October 2025 amounted to 427050,7 million tenge, or 107,4% by January-October 2024.

The volume of cargo turnover in January-October 2025 amounted to 29631,1million tkm (taking into account the assessment of the volume of cargo turnover of individual entrepreneurs engaged in commercial transportation), or 112,1% compared to January-October 2024. The volume of passenger traffic – 1761,9 million pkm, or 104,4% by January-October 2024.

The volume of construction works (services) amounted to 356,8 billion tenge, or 122,6% of the corresponding period of last year.

In January-October 2025, the total area of housing commissioned increased by 3,3%, and amounted to 305858 square meters, of which in individual residential buildings by 6,1% (154912 square meters), in multi-apartament buildings by 0,7% (145257 square meters) respectively.

The volume of investments in fixed capital in January-October 2025 amounted to 1014,3 billiontenge, or 150,3% of the corresponding period of last year.

The number of registered legal entities as of November 1, 2025 amounted to 17196 units and decreased by 0,6% compared to the corresponding date of the previous year, including 16843 units with less than 100 employees. The number of operating legal entities amounted to 14035 units, including 13682 units - small businesses. The number of registered small and medium enterprises (legal entities) in the region amounted to 14640 units and decreased by 0,3% compared to the corresponding date of the previous year.

Economics

The volume of gross regional product for January-June 2025 amounted to 2146332,4 million tenge at current prices. Compared to the corresponding period in 2024, real GRP increased by 5,9%. In the structure of GRP, the share of production of goods amounted to 48,7%, services –44,2%.

The consumer price index in October 2025 compared to December 2024 was 110,9%.

Prices for food products increased by 12,8%, non-food products – by 9,4%, paid services for the population – by 10,2%.

The prices of enterprises producing industrial products in October 2025 ompared to December 2024 increased by 7,8%.

The volume of retail trade in January-October 2025 amounted to 649856,8 million tenge, or 6,3% more than the corresponding period in 2024.

The volume of wholesale trade in January-October 2025 amounted to 973214,7 million tenge, or 26,8% more than the corresponding period in 2024.

According to preliminary data, in January-September 2025, mutual trade with the EAEU countries amounted to
1239,6 million US dollars and decreasedby 0,1% compared to January-September 2024, including exports – 607,6 million US dollars (by 6,8% less), imports – 632 million US dollars (7,2% more).
