Summary of the socio-economic development of the region
Population size and migration

Population of the Pavlodar region as of May 1, 2025 amounted to 749,2 thousand people, including 534,1 thousand people (71,3%) – urban residents, 215,1 thousand people (28,7%) – rural residents.

Natural population growth in January-April 2025 amounted to 527 people (in the corresponding period of the previous year – 621 people).

For January-April 2025 the number of births was 2767 people (9% less than in January-April 2024), the number of deaths was 2240 people (7,4% less than in January-April 2024).

The migration balance is negative and amounted to – -2339 people (in January-April 2024 – -981 people), including in external migration a positive balance of – 198 people (230), in internal migration a negative balance of – -2537 people (-1211).

Labor and income

The number of unemployed in the I quarter of 2025 amounted to 19,5 thousand people.

The unemployment rate was 4,8% of the labor force.

The number of persons registered with employment agencies as unemployed as of June 1, 2025 amounted to 13224 people, or 3,3% of the labor force.

The average monthly nominal wages accrued to employees (excluding small enterprises engaged in entrepreneurial activities) in the I quarter of 2025 amounted to 399489 tenge, an increase compared to the I quarter of 2024 amounted to 13,5%.

The real wage index in I quarter 2025 was 105,5%.

In the IV quarter of 2024 the average per capita nominal cash income of the population of the region, according to the estimate, amounted to 242494tenge, which is 14,7% higher than in IV quarter 2023, the growth rate of real cash income for the specified period is 106,2%.

Industry statistics

The volume of industrial production at current prices in January-May 2025 amounted to 1541423,1 million tenge, which is 2,2% more than in January-May 2024.

In the manufacturing industry, production volumes increasedby 5%, in the water supply; sanitation; waste collection, treatment and disposal, pollution elimination activities – by 9,8%, in the мining and quarrying decreased by 2,7%, in the supply of electricity, gas, steam, hot water and air conditioning air there was – by 0,9%.

The volume of gross output of of agriculture, forestry and fisheries products (services) in January- May 2025 amounted to 68527,1 million tenge, or 102% by January-May 2024.

The volume of cargo turnover in January-May 2025 amounted to 14511 million tkm (taking into account the assessment of the volume of cargo turnover of individual entrepreneurs engaged in commercial transportation), or 124,1% compared to January-May 2024. The volume of passenger traffic – 842,2 million pkm, or 108,4% by January-May 2024.

The volume of construction works (services) amounted to 74312,3 tenge, or 137,4% of the corresponding period of last year.

In January-May 2025, the total area of commission housing increased by 7,6% and amounted to 99359 square meters, 30,3% of themin individual buildings – (82740 square meters). The total area of commissioned apartment residential buildings decreased by 42% (16001 square meters).

The volume of investments in fixed capital in January-May 2025 amounted to 304,8 million tenge, or 119,3% of the corresponding period of last year.

The number of registered legal entities as of June 1, 2025 amounted to 17029 units and decreased by 1,4% compared to the corresponding date of the previous year, including 16681 units with less than 100 employees. The number of operating legal entities amounted to 14138 units, including 13790 units - small businesses. The number of registered small and medium enterprises (legal entities) in the region amounted to 14480 units and decreased by 1,1% compared to the corresponding date of the previous year.

Economics

The volume of gross regional product for January-December 2024 amounted to 5150774,7 million tenge at current prices. Compared to the corresponding period of 2023, real GRP increased by 7,9%. In the structure of GRP, the share of production of goods amounted to 52,2%, services –42,6%.

The consumer price index in May 2025 compared to December 2024 was 106,2%.

Prices for food products increased by 7,6%, non-food products – by 3,3%, paid services for the population – by 7,7%.                The prices of enterprises producing industrial products in May 2025 ompared to December 2024 increased by 2,4%.

The volume of retail trade in January-May 2025 amounted to 252758,9 million tenge, or 8,5% more than the corresponding period in 2024.

The volume of wholesale trade in January-May 2025 amounted to 360479,3 million tenge, or 36,3% more than the corresponding period in 2024.

According to preliminary data, in January-April 2025, mutual trade with the EAEU countries amounted to
511,8 million US dollars and increased by 11% compared to January-April 2024, including exports – 277,3 million US dollars (by 4,8% less), imports – 234,5 million US dollars (18,3% less).
