Summary of the socio-economic development of the region
Population size and migration

Population of the Pavlodar region as of February 1, 2026 amounted to 744,7 thousand people, including 532,5 thousand people (71,5%) – urban residents, 212,2 thousand people (28,5%) – rural residents.

There was no natural population growth in January 2026 (in the corresponding period of the previous year – 123 people). For January 2026 the number of births was 595 people (12,9% less than in January 2025), the number of deaths was 595 people (6,3% more than in January 2025).

The migration balance is negative and amounted to – -558 people (in January 2025 – -705 people), including in external migration a positive balance of – 82 people (1), in internal migration a negative balance of – -640 people (-706).

Labor

The number of unemployed in the IV quarter of 2025 amounted to 20 thousand people.

The unemployment rate was 4,9% of the labor force.

The number of persons registered with employment agencies as unemployed as of March 1, 2025 amounted to 13666 people, or 3,4% of the labor force.

Industry statistics

The volume of industrial production at current prices in January-February 2026 amounted to 706468,1 million tenge, which is 2,4% more than in January-February 2025.

In the manufacturing industry production volumes increased by 4,6%, in the supply of electricity, gas, steam, hot water and air conditioning – by 3,6%, in the water supply; sanitation; waste collection, treatment and disposal, pollution elimination activities – by 62,6%, in the мining and quarrying decreased by 6%.

The volume of gross output of agriculture, forestry and fisheries products (services) in January-February 2026 amounted to 28246,3 million tenge, or 104,3% by January-February 2025.

The volume of cargo turnover in January-February 2026 amounted to 5797,4 million tkm (taking into account the assessment of the volume of cargo turnover of individual entrepreneurs engaged in commercial transportation), or 99,9% compared to January- February 2025. The volume of passenger traffic – 300,4 million pkm, or 95,8% by January-February 2025.

The volume of construction works (services) amounted to 15,9 billion tenge, or 113,1% of the corresponding period of last year.

In January-February 2026, the total area of housing put into operation increased by 2,4% and amounted to 28743 square meters, of which in multi-apartment buildings increased by 556% (20826 square meters). In this case the total area of commissioned individual residential buildings decreased by 67,5% (7917 square meters).

The volume of investments in fixed capital in January-February 2026 amounted to 85,7 billion tenge, or 114,5% of the corresponding period of last year.

The number of registered legal entities as of March 1, 2026 amounted to 16809 units and decreased by 1,1% compared to the corresponding date of the previous year, including 16450 units with less than 100 employees. The number of operating legal entities amounted to 14235 units, including 13876 units - small businesses. The number of registered small and medium enterprises (legal entities) in the region amounted to 14267 units and decreased by 1,2% compared to the corresponding date of the previous year.

Economics

The volume of gross regional product for January-September 2025 amounted to 3495387,8 million tenge at current prices. Compared to the corresponding period in 2024, real GRP increased by 4,1%. In the structure of GRP, the share of production of goods amounted to 51,5%, services –41,8%.

The consumer price index in February 2026 compared to December 2025 was 101,7%.

Prices for food products increased by 1,7%, non-food products – by 2,2%, paid services for the population – by 1,2%.

The prices of enterprises producing industrial products in February 2026 ompared to December 2025 increased by 1,2%.

The volume of retail trade in January-February 2026 amounted to 95,1billiontenge, or 0,1% more than the corresponding period in 2025.

The volume of wholesale trade in January-February 2026 amounted to 176,8 billion tenge, or 33,8% more than the corresponding period in 2025.

According to preliminary data, in January 2026, mutual trade with the EAEU countries amounted to
95,4 million US dollars and increasedby 24,2% compared to January 2025, including exports – 54,2 million US dollars (33,1% less),and imports – 41,2 million US dollars (8,3% more).
