A three-day regional seminar on the use of mobile positioning data for producing official statistics has begun at the United Nations premises in Almaty. The event is organized by the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan in partnership with the Kazakhstan Agency for International Development (KazAID), the Turkish Cooperation and Coordination Agency (TİKA), the United Nations Population Fund (UNFPA) and the Asian Development Bank.

The seminar brings together representatives of the national statistical offices of Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Azerbaijan, as well as Indonesia, whose statistical office is among the leading institutions in the use of mobile data for official statistics. The event highlights Kazakhstan’s growing role as a regional platform for promoting modern statistical technologies and strengthening professional cooperation among Central Asian countries and neighboring states. Similar initiatives are already being implemented by Kazakhstan together with international partners to strengthen the region’s statistical capacity and facilitate the exchange of best practices.

The main focus of the seminar is the use of mobile positioning data as one of the most promising sources of big data for improving official statistics. Such data make it possible to obtain more timely and detailed information on population mobility, migration processes, tourist flows and socio-economic activity, opening up new opportunities for data-driven decision-making.

Over the three-day seminar, participants will explore international approaches to establishing access to mobile operator data, legal and institutional mechanisms for cooperation between government authorities and data providers, as well as practical methods for processing and analyzing information for official statistical purposes. Particular attention is being paid to the production of population and tourism statistics, measuring population mobility, the use of big data analytics in urban planning, and the development of solutions to improve preparedness for emergencies and natural disasters.

Experts at the seminar include representatives of the Bureau of National Statistics and Statistics Indonesia, who are sharing their successful experience in introducing innovative data sources into national statistical systems.

“Next-generation statistics are built on modern digital data. The use of mobile positioning data opens up entirely new opportunities for a deeper understanding of demographic processes, migration, tourism activity and population mobility. For government authorities, this means better analysis, more accurate forecasting and more effective decision-making. Today, Kazakhstan is not only implementing advanced statistical tools, but also serving as a platform for knowledge sharing and the development of regional cooperation in the field of data and innovation,” said Gulmira Karaulova, Deputy Head of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan.

Upon completion of the seminar, participants will receive certificates confirming their participation in the training. The event will be an important step towards strengthening regional cooperation and expanding the use of modern data sources to improve the quality of official statistics across the region.
