Today, the most well-known international ratings of national statistical offices (NSOs) are the "Open Data Inventory (ODIN)" by the international organization OpenDataWatch and the "Statistical Performance Indicators (SPI)" by the World Bank.
The Open Data Inventory (ODIN) assesses the coverage and openness of official statistics to identify gaps, promote open data policies, improve access, and encourage dialogue between national statistical offices (NSOs) and data users.
Data assessed in ODIN must be official data for the country, published on the website of the national statistical office (NSO) or on any other official website of the country linked to the NSO's website.
The ODIN ranking for 2022 covers 195 countries, Kazakhstan ranks 51st with an overall score of 63. The overall score is a combination of a data coverage score of 59 and a data openness score of 67.
Compared to the 2020 ranking, Kazakhstan improved its position (2020 - 54th place out of 187 countries, overall score 62 points), due to the ongoing work with recommendations from ODIN experts.
For both components there was a slight increase of 2 points - "Coverage" (from 57 to 59 points) and "Openness" (from 65 to 67 points).
However, there are still a number of issues that need improvement in both areas, both data coverage and openness (see figure below).

Compared to 2022, the ranking for 2023 has increased in two positions, and the NSS of Kazakhstan took 65th place, and the overall score increased from 78 to 79.1 points. The increase in the overall score was mainly due to an increase in pillar 4 “Data sources” (+7.7) and pillar 5 “Data infrastructure” (+5), however, there was a decrease in pillar 3 “Data products” (-4.4) and pillar 2 “Data services” (- 0.3).
In general, it should be noted that the most significant deterioration of Kazakhstan's position in the SPI ranking occurred in 2021, when compared to 2020 we lost 19 positions - from 48th place (81) in 2020 to 67th place (78.3) by 2021. The deterioration of scores was mainly due to 3 pillars - "Data Use" (-10), "Data Sources" (-1.66) and "Data Infrastructure" (-10), despite a significant increase in the " Data Products" pillar (+8.19).
