Experts from the United Nations Economic Commission for Europe (UNECE) have begun a three-day sector review of the activities of the Bureau of National Statistics. The review focuses on the implementation of the GAMSO/GSBPM and GSIM models, as well as the transition to a process-oriented approach to statistical production.

The international team of UNECE experts is led by Regional Adviser Taeke Gjaltema. The team also includes Anton Karlsson from Statistics Iceland, Mira Nikic and Nikola Orlic from the Statistical Office of the Republic of Serbia, and independent expert Steven Mark Vale.

Over the three days in Astana, the experts will conduct an in-depth assessment of the implementation of the GAMSO, GSBPM and GSIM models — key international standards and frameworks for effective, transparent and technology-enabled statistical production.

The review focuses on process-oriented management, subprocess mapping, metadata management, digital transformation, the quality indicator system, human resource capacity, working time management and competency development.

A separate part of the review is devoted to the roadmap for changing the organizational structure of the Bureau of National Statistics, as well as best practices from Iceland and Serbia in transitioning to a fully process-oriented model of official statistics production.

The program also includes open discussions for a broad range of Bureau staff, presentations of international cases, a brainstorming session on the next steps for integration, and discussions on the links between the GAMSO and GSBPM models, centralized metadata-driven production and modern IT solutions.

“The Bureau of National Statistics is consistently working to modernize the system, implement international standards and advance digital transformation. The upcoming discussions are particularly valuable for us as an opportunity to receive an independent professional assessment of the results achieved, discuss challenges and identify promising areas for further development. The review will result in independent professional recommendations from UNECE, which will form the basis for further reform of Kazakhstan’s statistical system,” said Maxat Turlubayev, Head of the Bureau of National Statistics.

The Bureau views the review as a unique opportunity to accelerate digital transformation, improve data management and strengthen Kazakhstan’s international standing as a responsible participant in the global statistical community.

Background: The GAMSO, GSBPM and GSIM models are international UNECE standards and frameworks for organizing statistical production, managing metadata and ensuring the comparability of official statistical data across countries.
