  • 1) submit proposals to the Agency on the issues of formation and improvement of state policy in the field of state statistical activity;
  • 2) receive primary statistical data from respondents free of charge;
  • 3) get access to databases of state bodies and organizations, including primary and personal data in compliance with the requirements established by the legislative acts of the Republic of Kazakhstan for the disclosure of information constituting commercial and other secrets protected by law;
  • 4) develop, coordinate and approve, within the competence, legal acts on issues related to the activities of the Bureau of National Statistics, territorial divisions and subordinate organizations;
  • 5) create and use information systems that ensure the solution of tasks assigned to the Bureau of National Statistics and its territorial divisions;
  • 6) interact with other state bodies, organizations in the main areas of activity of the Bureau of National Statistics;
  • 7) make proposals to the Government of the Republic of Kazakhstan in agreement with the Agency on the need to conduct national censuses;
  • 8) to apply to the court;
  • 9) receive contact information for respondents from telecom operators;
  • 10) delegate part of their powers and functions in the field of state statistics to territorial subdivisions of statistics;
  • 11) not to disclose information constituting a commercial, official, other legally protected secret obtained in the exercise of their powers, except for cases established by the laws of the Republic of Kazakhstan;
  • 12) to accept and consider, within the limits of competence, the appeals of individuals and legal entities in the manner and terms established by the Administrative Procedure and Procedure Code of the Republic of Kazakhstan;
  • 13) meet the needs of society, the state and the international community in official statistical information;
  • 14) provide respondents with statistical forms and instructions for filling them out when they submit primary statistical data;
  • 15) use administrative data for the production of statistical information and updating of statistical registers;
  • 16) ensure the publication and timely updating on the Unified Platform of Internet Resources of State Agencies of information on the areas of activity of the Bureau of National Statistics;
  • 17) create and ensure the functioning of electronic information resources and information systems, information and communication networks, organize access to them for individuals and legal entities in accordance with the legislation of the Republic of Kazakhstan in the field of informatization;
  • 18) ensure the storage of primary statistical data, administrative data on paper and in electronic form in a timely manner;
  • 19) approve the schedule for the submission of primary statistical data by respondents and the schedule for the dissemination of official statistical information;
  • 20) in accordance with the schedule for the dissemination of official statistical information in the volumes provided for by the plan of statistical work, ensure the formation of statistical publications and the dissemination of official statistical information;
  • 21) receive on a reimbursable and non-reimbursable basis the necessary primary statistical data from households on their incomes and expenses;
  • 22) when producing statistical information to confirm the reliability of primary statistical data, require additional information from respondents;
  • 23) upon detection of distortions by respondents of primary statistical data, require respondents to make corrections to statistical forms containing primary statistical data;
  • 24) provide users with equal rights to simultaneous access to official statistical information and statistical methodology by posting them on the Internet resource of the Bureau of National Statistics;
  • 25) to own, use and dispose of the database containing personal data;
  • 26) carry out revision of published official statistical information for statistical purposes in case of changes in statistical methodology and on the basis of updated, documented information;
  • 27) conduct a survey of respondents and users in order to monitor the level of satisfaction with the activities of the Bureau of National Statistics;
  • 28) conduct, with the participation of respondents on a voluntary basis, testing and discussion of draft statistical forms for national and (or) departmental statistical observations and instructions for filling them out;
  • 29) involve individuals as interviewers in the conduct of nationwide statistical surveys and national censuses;
  • 30) conduct, together with the relevant state bodies, commissions, census personnel, mass explanatory work among the population on the purposes and procedure for conducting national censuses;
  • 31) selection of census personnel by territorial divisions of statistics and conclusion of agreements with them for participation in national censuses in accordance with the legislation of the Republic of Kazakhstan;
  • 32) test the census forms, test the organization of conducting and processing the data received, the formation, clarification, as well as the submission by the akimats of regions and cities of republican significance to the Bureau of National Statistics of the lists of subjects of the agricultural census by conducting a pilot census by decision of the authorized body;
  • 33) to submit within its competence to state bodies proposals on the abolition or amendment of acts adopted by them on issues of state statistics that violate the legislation of the Republic of Kazakhstan;
  • 34) request and receive from state bodies, individuals and legal entities information on issues of state statistics;
  • 35) organize the provision of methodological and advisory assistance to territorial divisions and organizations on issues of state statistics, legal entities and individuals on issues within the competence of the Bureau of National Statistics;
  • 36) promote knowledge on the issues of state statistics;
  • 37) keep accounting records and prepare financial statements;
  • 38) analyze the application of the legislation of the Republic of Kazakhstan in the field of state statistics;
  • 39) organize work on the development of information and communication infrastructure facilities, the preparation of training programs for the national census, as well as organize training seminars for census personnel;
  • 40) coordinate the work of local executive bodies in the regulated area;
  • 41) coordinate the work of territorial subdivisions and subordinate organizations on issues of core activities, planning and execution of the republican budget;
  • 42) involve in the conduct of preventive control without a visit and with a visit in relation to administrative sources, specialists of territorial divisions of statistics in the manner prescribed by law;
  • 43) conduct legal monitoring of normative legal acts in accordance with the approved schedule;
  • 44) conclude, in agreement with the Agency, international agreements, negotiate and sign, within their competence and in the manner established by the legislation of the Republic of Kazakhstan, agreements with the relevant departments of foreign countries, international organizations and foreign legal entities;
  • 45) involve, in agreement with the Agency, foreign experts and consultants in the work in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
  • 46) request and receive, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, from state bodies, organizations, their officials the necessary documents (information) and materials;
  • 47) exercise other powers provided for by the legislative acts of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan.
  • 1) development and approval, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, within the competence, of legal acts of the Bureau of National Statistics;
  • 2) methodological support of work in the field of departmental statistical observations;
  • 3) formation and implementation of state policy in the field of state statistics;
  • 4) formation of statistical methodology in accordance with international statistical standards;
  • 5) coordination of the activities of central and local executive bodies and the National Bank of the Republic of Kazakhstan in the formation of state policy in the field of state statistics;
  • 6) implementation of international cooperation in the field of state statistics within the competence and conclusion of agreements within the framework of cooperation, in the manner prescribed by the legislation of the Republic of Kazakhstan;
  • 7) ensuring the formation of a plan of statistical work, a schedule for the submission of primary statistical data by respondents and a schedule for the dissemination of official statistical information for the coming calendar year before July 1 of the year preceding the planned one;
  • 8) approval of the plan of statistical work before November 15 of the year preceding the planned year;
  • 9) organization and conduct of nationwide statistical surveys in accordance with the plan of statistical work;
  • 10) generalization and analysis of primary statistical data and (or) received administrative data, development of technical specifications and adoption of analytical decisions in the prescribed manner, as well as dissemination of official statistical information and (or) statistical information;
  • 11) development and approval of statistical classifiers;
  • 12) provision of state statistics bodies with statistical classifiers by posting them on the Internet resources of the authorized body;
  • 13) maintenance of the following statistical registers: statistical business register; statistical population register; agricultural statistical register; the statistical register of the housing stock;
  • 14) ensuring the accumulation, maintenance and updating of information statistical databases on the socio-economic situation of the republic and its regions;
  • 15) implementation of state control in the field of state statistics in relation to respondents in the form of preventive control without visiting respondents, in relation to administrative sources in the form of preventive control, without visiting and with visiting administrative sources;
  • 16) conducting an analysis of the compliance of the statistical activities of the state statistics bodies, approved by the department of the authorized body in the field of state statistics, statistical methodology for departmental statistical observations and requesting the documents (information) necessary for the analysis;
  • 17) organization of research developments in the field of state statistics;
  • 18) development of a unified register of reporting formed in state bodies;
  • 19) approval of a standard methodology for describing the process of production of statistical information by state bodies;
  • 20) development and approval of methodology for national statistical observations;
  • 21) approval of a standard methodology for maintaining departmental classifications;
  • 22) approval of statistical forms for conducting national and departmental statistical observations, instructions for filling them out, as well as the procedure for their approval;
  • 23) approval of the procedure for submitting primary statistical data by respondents;
  • 24) approval of the statistical methodology for nationwide statistical observations;
  • 25) development and approval of price registration rules, as well as price registration;
  • 26) harmonization of forms intended for the collection of administrative data, as well as methods for calculating indicators;

  • 29) monitoring, analysis and comparison of data received by the authorized body from official sources;

  • 33) approval of the procedure for the presentation and use for scientific purposes of databases in a de-identified form;
  • 34) approval of the statistical methodology for maintaining economic accounting and forms of organizing the maintenance of registration records;
  • 35) approval of the procedure for submitting administrative data free of charge;
  • 36) implementation of proceedings on cases of administrative offenses in the field of state statistics in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
  • 37) filing a petition for making a presentation and bringing a cassation protest in cases of administrative offenses in the manner prescribed by the legislation of the Republic of Kazakhstan on administrative offenses, within its competence;
  • 38) consideration, within its competence, of a complaint against a decision on a case on an administrative offense, on actions (inaction) and decisions of the body (official) conducting proceedings on a case on an administrative offense;
  • 39) submission of statistical information not provided for by the schedule for the dissemination of official statistical information, at the request of committees of the Parliament of the Republic of Kazakhstan, departments of the Administration of the President of the Republic of Kazakhstan, the Office of the Prime Minister of the Republic of Kazakhstan and other state bodies;
  • 40) setting prices for goods (works, services) produced and (or) sold by a state monopoly entity, subordinate organization, in agreement with the antimonopoly body;
  • 41) development of Rules and terms for conducting national censuses;
  • 42) development of an action plan for conducting a national census;
  • 43) development and approval of the procedure for conducting a pilot census;
  • 44) development and approval of census questionnaires;
  • 45) conducting national censuses;
  • 46) coordination of activities of central and local executive bodies during national censuses in the manner prescribed by the legislation of the Republic of Kazakhstan;
  • 47) development and approval of joint acts on interaction without integrating information systems with state bodies;
  • 48) ensuring the formation and publication of the results of the national census;
  • 49) approval of the rules for the participation of state statistics bodies in the development and formation of statistical methodology;
  • 50) approval of the statistical methodology for departmental statistical observations;
  • 51) approval of the rules for providing free of charge statistical information that is not provided for by the schedule for the dissemination of official statistical information and developed on the basis of primary statistical data submitted by respondents in accordance with the schedule for submitting primary statistical data by respondents;
  • 52) approval of the rules for obtaining on a reimbursable and non-reimbursable basis the necessary primary statistical data from households on their income and expenses;
  • 53) development and approval of the rules for surveying respondents and users in order to monitor the level of satisfaction with the activities of the authorized body in the field of state statistics;
  • 54) development and approval of the rules for testing with the participation of respondents on a voluntary basis and discussion of draft statistical forms for national and (or) departmental statistical observations and instructions for filling them out;
  • 55) approval of the calculation of the number of interviewers and the cost of their services when conducting nationwide statistical surveys and national censuses under a paid services agreement in accordance with the budgetary legislation of the Republic of Kazakhstan;
  • 56) development and approval of rules for involving persons as interviewers in the conduct of national statistical surveys and national censuses;
  • 57) development and approval of rules for obtaining contact information for respondents from telecom operators;
  • 58) development and approval of rules for the revision of published official statistical information for statistical purposes in case of a change in statistical methodology and on the basis of updated, documented information;
  • 59) submission at the request of the authorized body in the field of foreign trade activities, as well as at the request of the body conducting the investigation, through the authorized body in the field of foreign trade activities of information for the purpose of conducting an investigation in accordance with the legislation of the Republic of Kazakhstan on special protective, anti-dumping and countervailing measures in relation to third countries;
  • 60) submission, at the request of the authorized body in the field of regulation of trading activities, information for the purpose of applying the customs tariff and non-tariff regulation of foreign trade activities in accordance with the legislation of the Republic of Kazakhstan on the regulation of trading activities;
  • 61) ensuring the formation, maintenance and updating of information and statistical systems, databases and their platforms, statistics registers, the Internet resource of the authorized body in the field of state statistics;
  • 62) ensuring the formation of statistical information not provided for by the schedule for the dissemination of official statistical information;
  • 63) consideration, approval and approval of the development plan of the subordinate organization and the report on its implementation in cases provided for by the legislation of the Republic of Kazakhstan;
  • 64) submission of administrative data recorded in the book of economic accounting to state revenue authorities for tax administration and (or) control in accordance with the Code of the Republic of Kazakhstan "On taxes and other obligatory payments to the budget" (Tax Code);

  • 71) approval of a feasibility study or design estimates for the construction of facilities (buildings and structures, their complexes, engineering and transport communications) financed from targeted budget funds under supervised budget programs (subprograms);
  • 72) approval of the annual financial report of the subordinate organization for the corresponding financial year;
  • 73) approval of the standards for the number of census personnel of the census departments of territorial divisions within the allocated funds;
  • 74) development and approval of joint acts on interaction with state bodies during national censuses;
  • 75) ensuring the storage of primary statistical data, administrative data on paper and in electronic form in a timely manner;
  • 76) development and approval of a standard methodology for the formation of metadata for use by state bodies;
